Canada still offers one of the strongest study-to-PR pathways for international students โ but the rules changed in 2024, and a wrong programme choice can close the door. Here is what it costs and what it takes to do it right in 2026.
Why Canada
Canada remains one of the few destinations where a college diploma can realistically lead to permanent residency. The combination of a three-year Post-Graduate Work Permit and the Express Entry system gives a clear, time-boxed path: study, work in a skilled role, then apply for PR. For students targeting outcomes rather than just admission, that pathway is the reason Canada stays on the shortlist.
But Canada has tightened. In November 2024 IRCC added a field-of-study restriction for PGWP eligibility at private institutions, and the SDS fast-track stream was abolished. The result: which institution and programme you choose now decides whether you can work after graduating at all. We are specific about this because the most painful refusals are the avoidable ones โ a student who finishes a diploma only to learn it never qualified for a work permit.
What it costs
The figure everyone quotes is CAD 22,895 in living funds for a single student outside Quebec โ but that is living costs only. Your real show money is first-year tuition (around CAD 16,000 for a typical diploma) plus that CAD 22,895 living, plus about CAD 2,000 travel. That lands near CAD 40,000โ41,000 โ for a single student. University degrees cost more, sometimes much more.
From study to PR
After a two-year programme, an eligible graduate gets a 3-year PGWP. The path to PR runs through Express Entry's Canadian Experience Class: one year of skilled (TEER 0โ3) Canadian work experience plus the required language level builds a profile ranked by CRS score. The biggest levers are improving your IELTS to CLB 9 and securing a provincial nomination, which adds 600 points and effectively guarantees an invitation. Plan the occupation before you land โ not after.
