Diploma first, or straight to the degree?
Under the Malaysian qualifications ladder, a Diploma sits at MQF 4–5 and a Bachelor's (Hons) at MQF 6, and a diploma commonly gives credit-exempt entry into Bachelor Year 2 at many institutions. Penang has no rail network of the kind Kuala Lumpur has. Budget for bus and Grab, and take the walking distance between your room and campus seriously when you choose accommodation — it decides your transport spend for three years.

Two warnings. First, the RM 28,000 tuition line is a generic private-university planning figure, not INTI's fee — your actual tuition commitment for this degree is the published RM 77,868 total. Second, always confirm the exact amount requested with INTI and EMGS at application time, because the institution can ask for more than a planning model suggests. Your financial proof must cover tuition plus living for at least one year.

Budget 3–4 months end-to-end for Student Pass approval through EMGS once you hold the offer letter. Start immediately after acceptance. For Nepali applicants, document and financial verification tends to be more thorough, so a January intake decided in December is not realistic planning.
English requirement and the RM 5,000 fallback
INTI does not appear in our institution-specific English table, so use the general benchmark: for a Bachelor's in Malaysia, IELTS 6.0, with some programmes at 6.5. Alternatives such as TOEFL iBT, PTE and MUET are accepted at level-equivalent scores, and some institutions accept Duolingo — verify per programme, because the institution decides. English-medium instruction plus a strong Class 12 or O-Level English result is frequently accepted as a waiver, but the institution, not the agent, makes that call. Get the waiver in writing before you plan around it.
If your score is short, INTI Penang runs its own Intensive English Program at RM 5,000 per level, 8 weeks per level, with six intakes a year. In-house intensive English programmes are EMGS-recognised for the Student Pass. The catch is that you will not know how many levels you need until you are placed, so treat RM 5,000 per level as a variable cost, not a fixed one.

Treat Malaysia as a cost-effective degree and a stepping stone, not an easy stay-and-work route.
