Of all the questions counsellors in Nepal field from students and parents, one comes up more than any other: "After study, how long before my child can get PR?"
For New Zealand, the honest answer is: it depends almost entirely on which course they study. Choose the right field at the right level, and the wait is close to zero. Choose the wrong one, and it could be 10 years of accumulating points with no guarantee at the end.
The New Zealand Green List is the key that separates these two outcomes — and it is widely misunderstood.
What Is the New Zealand Green List?
The Green List is a list of occupations that New Zealand Immigration (INZ) has identified as critically needed in New Zealand. Graduates who work in a listed occupation can qualify for residency significantly faster than through the standard Skilled Migrant Category (SMC) points pathway.
There are two tiers, and the difference between them is enormous.
Tier 1 — Straight to Residence (No Wait)
Tier 1 occupations allow graduates to apply for a Resident Visa at the moment they receive a job offer in that occupation. There is no 12-month or 24-month stand-down period. No points accumulation. No waiting to see if a draw happens.
You graduate, you get a job offer in a Tier 1 occupation, you apply for PR. That is the entire pathway.

What this means in practice: A Nepali student who completes a Bachelor of Nursing at SIT (cheapest, at NZD 20,800/year), passes the NZ Nursing Council registration exam, and gets a job at any accredited DHB, can apply for a Resident Visa in the same month they start work. With a 3-year PSWV, the entire pathway from arrival to PR application can happen in under 4 years total — often 3.
Tier 2 — 24-Month Stand-Down
Tier 2 occupations qualify for a Resident Visa after 24 months of working in the role in New Zealand at or above the median wage. This is still much faster than the standard SMC points pathway, but it is not immediate.

For most Nepali students' profiles, Tier 1 occupations offer a far more reliable and faster pathway. Tier 2 is worth knowing about, but few counsellors build their pitch around it.
The Part Most Students Miss: Registration Requirements
Here is the single biggest misconception about the Green List in Nepal.
Getting a degree in a GL field is not enough. For regulated professions — Nursing, Social Work, and Engineering — the occupation on the Green List refers to a registered professional, not just a graduate with the relevant degree.
Nursing
A graduate with a Bachelor of Nursing must apply to the New Zealand Nursing Council for registration as a Registered Nurse. This requires:
- Passing the NCLEX-RN examination (or equivalent Council-approved process)
- IELTS 7.0 in ALL bands (not 6.5 — the Nursing Council's requirement is stricter than the university's)
- A job offer from an accredited employer (DHB, hospital, aged care facility)
Many Nepali nursing graduates are delayed — sometimes by 6–12 months — because they achieve IELTS 6.5 overall but fall below 7.0 in Speaking or Writing. Set this expectation clearly with students and parents before enrolment.
Social Work
Graduates must register with the Social Workers Registration Board (SWRB). Requirements include completing a SWRB-approved Bachelor of Social Work (all four NZ institutions offering BSW — Otago Poly, EIT, Wintec, Massey — are approved). Registration typically happens within 3 months of graduation if employment is in place.
Engineering
Graduates seeking the "Engineer" ANZSCO classifications must work toward membership of Engineering New Zealand (ENZ). A Bachelor of Engineering (Hons) from a Washington Accord-accredited programme (AUT, UC, Waikato, UoA) qualifies for this path. The B.Eng Tech degrees offered at SIT and Ara are NOT Washington Accord — graduates may qualify for Engineering Technician roles rather than Engineer roles.
For IT occupations, there is no mandatory registration — a relevant degree and a job offer in the right ANZSCO role is sufficient. This makes IT the most accessible Green List pathway for most Nepali students.
How the Green List Fits Into the Standard Study Path
The pathway for a Nepali student targeting a Tier 1 occupation looks like this:
Arrive in NZ → Study (1–4 years) → Graduate → Apply for PSWV (3 years open work) → Secure GL-qualifying job → Apply for Resident Visa
The PSWV (Post-Study Work Visa) gives 3 years of open work rights for Bachelor's, PGDip, and Master's graduates. During this time, the graduate works, establishes NZ experience, and builds the salary history needed for the visa application. For Tier 1, the PR application can be filed as soon as a qualifying job is secured — even in month 1 of the PSWV.
The key salary requirement: the job must pay at or above the median wage, currently NZD $35.00/hour (from 9 March 2026). This is approximately NZD 72,800/year full-time. Most Tier 1 IT and engineering roles start above this. Nursing starting salaries are typically NZD 60,000–75,000 depending on DHB and region.
Does a Master's Degree Give Extra Advantage on the Green List?
Yes — in two ways.
First, a Master's (Level 9) earns 6 SMC points for the standard points pathway. Even if the graduate's occupation is not on the Green List, 6 points is the highest points award for a qualification alone, and allows the applicant to reach the SMC threshold faster.
Second, a Master's degree in an IT or Engineering field combined with a GL-qualifying job means the applicant has two concurrent pathways: the Straight to Residence Green List pathway AND the 6-point SMC pathway as backup. This redundancy is extremely valuable — if the exact ANZSCO code for their role turns out not to match the GL list, the SMC path is still available.
Which Institutions Offer the Best Green List Pathways?
The right institution depends on the student's budget, field, and entry qualifications. Based on 2026 verified fees:
IT / Software (Tier 1 GL):

- Ara (Christchurch): PGDip ICT — NZD 29,229/year. Good placement in Christchurch tech sector.

Nursing (Tier 1 GL — requires Nursing Council registration):

Common Green List Mistakes Counsellors Should Flag Upfront
1. "Any IT job qualifies."
No. The GL specifies ANZSCO codes. A graduate working as an IT support technician (ANZSCO 313111) does NOT qualify as a Software Engineer (261313). The job description, duties, and title must align with the specific ANZSCO code. An employer unfamiliar with ANZSCO may hire a graduate for a role that sounds right but doesn't code correctly.
2. "My child can switch to GL later."
The GL list is reviewed periodically and occupations can be removed. Students who graduate into a GL occupation today should apply under the GL pathway as soon as they qualify — not defer, waiting to "see how things go."
3. "PGDip is good enough for any GL pathway."
For IT, a PGDip ICT (L8) does qualify for the GL IT occupations — verified. For Engineering, a PGDip Engineering alone is generally insufficient for the full Engineer ANZSCO classification (requires the full Hons degree + ENZ pathway). Know the specific qualification requirement for the specific occupation.
